Hubzone Empowerment Contracting Program

Economic Development - Incentives for Development in the Core of the City

A top priority of the 2007-08 Strategic Plan is Economic Development Incentive: Policy Direction. Staff researched and revised several proposals; the following was adopted by City Council on March 17, 2008. The incentives apply to the core of the city where excess infrastructure and service delivery capacity exists (see attached map for area location). Urban Progress Zones

Municipalities with a population of at least 10,000 have the ability to define qualifying areas of poverty as Urban Progress Zones. The City of Fayetteville has two Urban Progress zones.

  • Facade Improvement Grant Program

    This program is designed to promote the revitalization of facades of active, ongoing for-profit businesses through the rehabilitation of commercial building exteriors and landscapes.

  • Downtown Loan Program

    The City continues its partnership with local banks to fund the program annually. This partnership between the City of Fayetteville and the banks results in an attractive interest rate for qualified applicants who are interested in investing in commercial property in the downtown area. The minimum loan is $50,000 and the maximum loan is $300,000.

  • Business Assistance Loan Program

    The Business Assistance Program provides funding to assist the small business owner with the additional equity needed in order to qualify for primary financing. The City's loan work in conjunction with a primary loan from a bank or approved lender.
