Stormwater Projects

BONNIE DOONE:

Bonnie Doone West Outfall 3 and Central Outfall 2 were identified, along with several other projects, during a neighborhood drainage study conducted in 2009.  These two areas were determined, by the City’s consultant, to be the highest priority within the study areas completed.   In all of the study areas, yard, roadway and some crawlspace flooding was identified.  None of the areas have adequate drainage systems in place.  The projects propose a combination of roadside swales and pipes to provide drainage that is consistant with current City standards.  These two projects are on hold until funding can be identified for construction.  The other projects identified during the study are on hold until funds can be identified for detailed design.

BUCKHEAD CREEK:

A study was performed on the Buckhead Creek watershed in 2009 which resulted in 18 drainage improvement projects intended to alleviate flooding and drainage issues throughout the watershed.  The projects were divided in to two catagories: 1) Primary System Projects and 2) Secondary System Projects. 

The Primary System projects are those along Buckhead Creek and are related to containing the flow inside the creek banks to alleviate flooding resulting from overtopping of the creek banks. 

The secondary system projects are traditional conveyance systems, including pipes, strictures and ditches.

Group I consists of both primary and secondary system projects.  The primary system projects that will be done first are those necessary to fortify the downstream areas in preparation for the increase in flow that will result from the porposed projects upstream.  The secondary system projects in Group I consist of those that will result in some immediate relief to property owners and those that are “stand alone” projects. 

The City has begun design on 3 primary projects and 3 secondary projects. There are 2 secondary projects, Montclair Drainage Improvements and Raeford-Faison Drainage Improvements that are currently under construction.  The Notice to Proceed for the Montclair Drainage Improvments project was issued on September 6, 2011 and is scheduled to be completed oat the end of November 2011.  The Notice to Proceed for the Raeford-Faison Drainage Improvement Project was issued on September 19, 2011 and is scheduled to be completed in late November 2011.

LAFAYETTE VILLAGE, PHASE I – Spruce Drive:

Lafayette Village was identified as a neighborhood that experienced street, yard and some crawl space flooding.  In respose, the City conducted a neighborhood drainage study which resulted in three distrinct drainage projects: 1) Spruce Drive Drainage Improvements; 2) Birch Road Drainage Improvements and 3) Raeford Road Drainage Improvements. 

Because Spruce Drive experiences the most frequent and severe flooding issues, including crawl space flooding, it was given priority over the other two projects.  Construction on the Spruce Drive Drainage Improvement project is scheduled to begin on October 24, 2011 and will last for approximatley nine months.

SEABROOK PROJECT:

Due to the repeated flooding in the area, a parallel drainage pipe system is under installation. The additional infrastructure will relieve the surcharge on the existing system during rain events. It is estimated that the project will be completed by the end of November.

SPRUCE STREET DRAINAGE IMPROVEMENTS:

The area surrounding Spruce Street has been known to have drainage issues and, as a result, the City hired a consultant to assess the drainage.  The assessment resulted in four projects, along a tributary of Little Cross Creek, which will address undersized culverts and conveyances from Forest Hills Drive to Stamper Road.

The first project, Forest Hills Drive drainange improvments, is currently under design and is tentatively scheduled to go to construction in spring of 2011.
 
The Forest Hills Drive Drainage Improvement project consists of replacing the culvert under Forest Hills Drive, providing an open channel to tie into the exisitng creek line and adding inlets along Forest Hills Drive to collect runoff from the roadway and direct it to the culvert.
 
The next phases of this study, which consist of upgrades to the culverts at Acorn Drive, Spruce Street and Stamper Road, are on hold until the City is able to identify funding sources for design and construction.

SUMMERHILL:

Several flooding complaints from citizens in the Summerhill community led the Engineering and Infrastructure division to analyze the storm drainage infrastructure. A drainage study was completed in order to analyze the existing drainage infrastructure and identify areas that needed improvement. After the deficiencies were identified, the City decided to divide the improvements into two phases. Phase one consisted of downstream improvements, and was completed in conjunction with the Phase V Annexation Area 9 Sewer Extension Contract administered by PWC. The second phase is to install and upgrade existing storm drainage infrastructure along Roundtree Drive and Bedford Drive to meet current city standards. The City is now able to fund the second phase of the project, and the Notice to Proceed for the project is November 15, 2011.
