Mr. D. J. Haire is in his seventh-term representing District 4, winning his first seat on the council in 1997. Council member Haire is a Fayetteville native who graduated from Terry Sanford High School in 1977. Mr. Haire attended North Carolina A & T State University in Greensboro, N.C., and holds a Certificate in the Industrial Technology Construction Management Association, 1983. |

In 1992, Council member Haire received a Certificate of Completion in Bible Studies from Bethel Bible Institute, Delaware, and is currently pursuing a degree in Christian Ministry from Destiny Bible College. Mr. Haire has a television broadcast entitled "Building Bridges Ministries," that can be seen every other Friday evening at 7 p.m. on community channel 7.
Mr. Haire is a member and former member of several state and national boards, while also serving on two council committees:
- The North Carolina League of Municipalities
- The National League of Cities
- The North Carolina League of Notaries
- Life member of the NAACP
- Member of the North Carolina League of Black Elected Municipal Officials
- Chair of the council’s Policy Committee
- Vice Chair of the council’s New City Committee
