In 1987, the United States Congress passed the Water Quality Act of 1987. This Act defined discharges from urban storm sewer systems as point sources of pollution. The United States Environmental Protection Agency (EPA) mandated that stormwater sewer systems be permitted similarly to the permitting process for industrial and waste water plant discharges. The National Pollutant Discharge Elimination Systems (NPDES) rules for stormwater were fi nalized on November 16, 1990.
